William Cossey was born before 1740 (this is a presumption from the fact that his oldest child was born before 1760.
Our information is that he married either Sarah or Mary. At christenings of their children she is described as Mary in 1780 and Sarah in 1782. No reference to death or remarriage in the interim.
He died in 1809. He made the will on 30th July 1809 and and it was proved in Norwich on 2nd September 1809 - effects under £600. The proving of the will is very close to the making of the will.
In the Poor Rates for Syleham (principal
residents were assessed) and William appears first in April 1798.
Also, there are various mentions of him as Overseer for the Parish (also
references to Francis).

This is the last Will and Testament of me
William Cossey of Syleham in the County of Suffolk Farmer, That is to say
First, My Will and Desire is that my Son Francis shall hold and occupy the
two Farms which are now in my own Occupation (if it meets the Approbation
of my Sister Mrs.Diggens, my Landlady) for his own Benefit and Advantage
subject to the control and direction of my Executors Also I give and
bequeath to my said Son Francis All my Crops of Corn, Hay &c, with all
my Live and Dead Stock Household Furniture and every other of my personal
Estate and Effects whatever he paying out thereof all Debts owing by me at
the time of my Decease, the Expences of my Funeral, the Probate of this my
last Will and Testament and the following Legacies.
Item I give and bequeath to my Daughter Mary the Wife of Samuel
Robinson, to my Daughter Sarah the Wife of Ephraim Button, to my daughter
Elizabeth Cossey Spinster, to my Daughter Rhoda the Wife of Geaorge Denny,
and to my Daughter Charlotte Cossey Spinster, the sum of Sixty Pounds
each, the three first, viz Mary, Sarah and Elizabeth to be paid eighteen
Months after my Decease, and the two last mentioned viz Rhoda and
Charlotte to be paid twelve Months after my Decease.
Item I give and bequeath to my Son William Cossey the sum of one
Shilling. Item I give and
bequeath to my two Grandsons William and Samuel Cossey, the Sons of my
said Son William, the Sum of Ten Pounds each, to be paid to each of them
respectively at the end of two years after my Decease.
Item I give and bequeath to my Son Richard Cossey the Sum of Sixty
Pounds to be paid to him two Years after my Decease if he should be then
living, but if he dies before the expiration of two Years after my
Decease, then I give and bequeath the said Sum of Sixty Pounds to be
equally divided between the Children of my said Son Richard, Share and
Share alike at 21 Years of age, But
if my Landlady should disapprove of my Son Francis as Tenant, and will not
consent to him occupying the said Farms as before mentioned, then my Will
and desire is that All my personal Estate and Effects be sold as soon as
convenient after my Decease, and after deducting from the amount thereof
the Expenses of my Funeral &c and the Legacy of One Shilling
hereinbefore bequeathed to my Son William , As Also those of ten Pounds
each bequeathed to my two Grandsons Willm. and Samuel Cossey, Then I give
and bequeath the Residue to be equally divided between all my Sons and
Daughters, (except my Son William) Share and Share alike, nine Months
after my Decease, except my Son Richard’s Share, for my will and Desire
is that my Son Richard’s Share not be paid to him nor to be in any way
at his disposal, till two Years after my Decease, and if my Son Richard
dies within two Years after my Decease, then I give and bequeath his Share
to be equally divided between his Children Share and Share alike, as they
shall severally attain the Age of Twenty one Years ---- Lastly I do
nominate constitute and appoint my Brother Richard Cossey of Langley,
Norfolk Joseph Chilver of Brockdish Norfolk, and Robert West of Syleham
Suffolk Executors of this my last Will and Testament, desiring them to be
paid for their Trouble, and not to be accountable for any Losses that may
happen in executing any part of this Will, In Witness whereof I have
hereunto set my Hand and Seal this thirtieth Day of July One Thousand

From this information we gather that William had a brother - Richard Cossey of Langley, Norfolk and a sister Mrs Diggens. Mrs Diggens seems to have property in Syleham as she is termed his landlady and this is where he died. A trip to Suffolk PRO should give the landowners in Syleham in 1809.
