Letter from Peter Brady P.C. to An Bord Pleanala regarding the
proposed construction of an Outer Ring Road (ORR), Adamstown Roundabout
to Ballydowd/Woodie's Interchange.

Dear Sir or Madam,
Ref: Construction of Outer Ring Road (ORR), Adamstown Roundabout
to Ballydowd/Woodies Interchange.
I wish to object to the South Dublin County Council application
to build the northern
section of the Outer Ring Road as proposed for the following reasons;
It is not appropriate to route a road of this nature through
a residential area where it
will divide the new community of Lucan. Access to shops, schools
and other
amenities will be made more dangerous, especially for children
in the area many of
whom attend school in Lucan village.
South Dublin County Council state that the road will bring
extra traffic to the area,
which suffers from heavy traffic congestion three or four times
daily at present,
especially at the northern end. There is no capacity on the local
roads for additional
traffic to access the N4 at these times. Much of the additional
traffic will most likely
rat run through local roads in the area to avoid waiting at traffic
lights proposed on the
ORR.
The construction will involve removal of mature trees
and shrubs that provide
screening between the existing road and houses. It will take many
years for the
same level of screening to be provided by any trees that would
be replanted.
The noise and vibration caused by the construction of
the road and afterwards on an
ongoing basis by the traffic will make restful sleep and quiet
enjoyment of their homes
more difficult for residents in those houses near the route of
the ORR.
The section of the road that exists already has a 30-MPH
speed limit, which is
regularly exceeded and rarely enforced. In fact one drives at
their peril at 30 mph on
this road for fear of other motorists tailgating and blowing their
horns.
The 3 tonne weight restriction has proven very difficult
to enforce in other areas and
would also be difficult to enforce here. Usually residents end
up being enforcers of
this restriction by reporting offenders to the Gardai, the Kennelsfort
road in
Palmerstown being a good example. The existing roads are regularly
used by HGVs
that both transit the area and also deliver building materials
to sites within the area
Therefore I do not consider these alleviating measures to be
enforceable or valid to
consider in the calculation of traffic and noise figures.
I support the proposal to route this road west of Lucan and intersect
with the N4 at the
Celbridge interchange as proposed by LTQL and the National Transport
Users
Association.
I call for an oral hearing on this road scheme so that I can
have the opportunity to expand on these points to the Inspector.
